Dubai RTA allows you to register a car even if you do not have a driving license. However, you are not allowed to drive the vehicle yourself until you obtain a valid driving license. Any person who holds a valid Dubai driving license can legally drive your vehicle.
If you are registering a vehicle on your name, either by transferring ownership from someone else or by registering an imported car with a VCC, you can complete the registration without a driving license.
Step 1: Vehicle Testing
First, the vehicle must be tested at an authorised RTA testing centre. Once the vehicle passes the test, you can proceed to the next step.
Step 2: Insurance
- After the test is passed, you need to take insurance. If you do not have a traffic file in Dubai, you must open a traffic file first, as insurance is always issued on a traffic file.
- Many insurance providers do not issue insurance if the owner does not have a driving license. However, some insurance companies provide third-party insurance if one of your blood relatives has a valid driving license. In such cases, you must declare a driver with a valid driving license in the insurance policy.
- Some companies provide insurance by taking a written statement that only someone with valid driving license will drive the vehicle.
Step 3: Registration
Once the testing and insurance are completed, you can register the vehicle.
- If the vehicle is imported and the VCC is on your name, you can directly visit the RTA counter and register the vehicle.
- If the vehicle is non-GCC and mentioned as non-GCC on the VCC, you also need to obtain a GCC conformity certificate before registration.
- If you are transferring the vehicle from someone else’s name, the current owner must visit the RTA to complete the transfer process. After completion, you will receive the new registration card. You can choose to keep the same number plate or issue a different one.
