The process is simple, although it involves a few steps.<\/p>\n<h2>Before You Start<\/h2>\n<p>Before initiating the transfer, make sure the buyer meets one of the following requirements:<\/p>\n<ul>\n<li>Has a <strong>Dubai traffic file<\/strong>.<\/li>\n<li>Holds a <strong>Dubai residence visa<\/strong>.<\/li>\n<li>If the buyer&#8217;s visa is issued from another emirate, they should have a <strong>Dubai tenancy contract (Ejari)<\/strong>.<\/li>\n<li>If the buyer does not have a Dubai visa or a Dubai tenancy contract but works for a Dubai-based company, they may be eligible by providing a <strong>No Objection Certificate (NOC)<\/strong> from their employer.<\/li>\n<\/ul>\n<p>The seller should also ensure that all outstanding traffic fines have been paid before starting the transfer process.<\/p>\n<h2>Step 1: Seller Initiates the Transfer<\/h2>\n<ol>\n<li>Log in to the RTA website using your UAE Pass or RTA account.<\/li>\n<li>Go to <strong>Vehicles<\/strong> and select <strong>Change Vehicle Ownership<\/strong>.<\/li>\n<li>Enter the buyer&#8217;s details and submit the transfer request.<\/li>\n<\/ol>\n<h2>Step 2: Buyer Signs the Agreement<\/h2>\n<ul>\n<li>The buyer will receive an SMS notification from RTA.<\/li>\n<li>The buyer reviews and electronically signs the vehicle transfer agreement.<\/li>\n<\/ul>\n<h2>Step 3: Seller Confirms the Transfer<\/h2>\n<ul>\n<li>After the buyer signs, the seller will receive another SMS notification.<\/li>\n<li>The seller logs in and electronically signs the transfer agreement.<\/li>\n<\/ul>\n<h2>Step 4: Buyer Pays the Transfer Fee<\/h2>\n<ul>\n<li>Once both parties have signed the agreement, the buyer pays the applicable ownership transfer fee.<\/li>\n<li>After payment, the Sales &amp; Purchase Agreement will be issued.<\/li>\n<\/ul>\n<h2>Step 5: Choose What to Do Next<\/h2>\n<p>After the ownership transfer is completed, the buyer has two options.<\/p>\n<h3>Option 1: Register the Vehicle Immediately<\/h3>\n<p>The buyer should:<\/p>\n<ol>\n<li>Take the vehicle to an approved RTA vehicle testing centre and complete the vehicle inspection.<\/li>\n<li>Obtain valid motor insurance in their name.<\/li>\n<li>Visit an RTA Customer Happiness Centre to complete the registration process.<\/li>\n<li>Return the existing number plates.<\/li>\n<li>Receive the new registration card (Mulkiya) and new number plates.<\/li>\n<\/ol>\n<h3>Option 2: Keep the Vehicle Unregistered<\/h3>\n<p>If the buyer does not wish to register the vehicle immediately, they can keep it in an <strong>unregistered<\/strong> status. In this case, the buyer should:<\/p>\n<ol>\n<li>Visit an RTA Customer Happiness Centre.<\/li>\n<li>Return the existing number plates to RTA.<\/li>\n<li>Pay the applicable <strong>Possession Certificate<\/strong> fee.<\/li>\n<li>Receive a <strong>Possession Certificate<\/strong> issued in their name.<\/li>\n<\/ol>\n<p>The buyer can register the vehicle at any time in the future. When they decide to register it, they will need to complete the vehicle inspection, obtain valid motor insurance, pay the applicable registration fees, and RTA will issue a new registration card (Mulkiya) and new number plates.<\/p>\n<h2>\u00a0 \u00a0 Important Notes<\/h2>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>The seller must clear all outstanding traffic fines before initiating the ownership transfer.<\/li>\n<li>The buyer must have a Dubai traffic file.<\/li>\n<li>If the buyer&#8217;s residence visa is issued outside Dubai, they should have a Dubai tenancy contract (Ejari). Alternatively, if they work for a Dubai-based company, they may be eligible by providing an employer-issued NOC.<\/li>\n<li>Make sure both the seller and buyer have active UAE Pass accounts to complete the online signing process.<\/li>\n<li>The Sales &amp; Purchase Agreement is valid for <strong>14 days<\/strong>.
